This is an OR Gate. A or B can be 1 and it allows voltage to be 1. If both are off, then it acts as an open circuit and V1 = 0.
Here is the logical gate circuit for an OR Gate. As you see both or either power supply can be 5V to get a voltage at V1. If both are 0V, you get 0V at V1.
